Seems like this should be simple but not for me I guess. I have projected
dept hours/dollar amount vs. actual costs in 4 columns with sum total at the
bottom, B3:B16, C3:C16, ect. I need column D17/E17 to be highlighted in red
if larger than A7/B17, but black if less than or equal to. In addition, I
need the numbers in D/E 3-16 to be in red if greater than A/B 3-16. Trying
to get it to highlight depertments overages on hours and actual dollars.
Thanks in advance for any advice someone provide.

Lets start with cells D3:D16. Select them all and then choose
Format --> Conditional Formatting
In the dialog choose the "cell value is" and "greater than" and type in
=A3
into the remaining area.
Then click the [Format] button and set up the format you want. Excel will
take care of changing A3 to A4, A5...A16 for you.

Select E3:E16 and repeat except type in =B3 in that last section for
defining the format condition.

D17 and E17 are more straight-forward since you only compare to one cell,
either A17 or B17. Set them up exactly the same way, just choosing the
single cell, D17 and E17 for each.
