if column 1=>3 then column 2, if not return no value-Help?

I have been given the assignment to devise the following formula in an Excel
Spreadsheet:
Mean Average Value

Formula: if column 1=>3 then column2, if not return No value.

It doesn't make sense to me, can someone help? I haven't used Excel in the
past few years. It seems incomplete????
