IE7 home page icon?

These days I keep getting my home page's icon changed. I have google as my
home page but sometimes the icon gets changed. It's always a page that I've
visited, ex eBay and Yahoo!. Clearing Internet Explorer's cookies, etc with
CCleaner does the trick and restores my google icon. But sometimes after it
gets changed again, especially if I manually clear the browsing history. I
assume it's come sort of cookie hijacking but Norton 360 and Adaware has not
been able to find anything. Is there any way to get rid of this that is short
of full format and reinstalling Windows?

I've seen that a few times before. Usually it can be fixed by -

1. Restore IE to defaults (Options > Advanced > Reset)
2. Clear all history (Options > Delete > Delete All)
