IE7 and HTML files on the localhost

IE7 does not allow an HTML file on my local machine to be loaded.
Essentially the request is blocked with no indication of what the problem is.
The Internet Explorer event log does not contain any log entries either.
Clearly the problem is related to a security settings. How can I enable the
loading of local html files?
