IE6sp1 Hangs Win98SE on Exit

When I exit IE6sp1, Win98SE will hang for approximately 60
seconds, after which Win98SE and programs run fine. My
system is up-to-date with all patches and updates. I have
tried reinstalled IE6sp1 but that didn't fix the problem.
Any suggestions on how to fix this problem?
