When I open a page on the web it automatically minimizes
it to the bottom bar. Is there a setting to have it open
in full screen?

Windows will usually remember the settings of the last windows that you
close.

Open such a link.
Use the maximize button.
Stretch the edges/corners so that the window fills most the screen.
If the full screen is uses, just reduce it a little.
Close all other IE windows.
Close the stretched window last.
