IE6 Toolbars

Is there a way to organize the IE toolbar and lock into place and then have
it stay that way the next time I launch IE? I reorganize the toolbar to
maximize space on the desktop, but each time I relaunch it sets it back to
previous format. I am definitely locking the toolbar prior to exiting IE.

Any help would be appreciated. Thanks
