IE6 Toolbars problems

Every time I open a new browser I have to rearrange again to my liking my added toolbars
(Google, eBay,etc.) Locking doesn't help. Any suggestions?

Don't use so many toolbars or drag the IE toolbar lower. They're
interfering with each other and vying for real estate.
