Knowledge Base Article Q816868 discusses the known issues for Internet
Explorerer. While it claims to be resolved in IE6, SP2, the bug pops its
head up again when using HTTPS connections (IE6, 6.0.2900.2180)

Does anybody have any known work arounds for this issue? You can see when
it's going to fail by the warning dialog that is presented. Looking at the
"Open Save Cancel" dialog, everything is presented correctly. The file type,
filename, etc.

If the dialog has a blue shield with a question mark, it's going to work OK.
If the dialog has a yellow shield with an exclamantion point, it will fail.

What version of wininet.dll do you have?
Chances are it is a one from a recent security patch
and most likely it is not one which includes integrated hotfixes.
See the appropriate TechNet Security Bulletin
for instructions on how to install the SP2QFE version instead.
