IE6 SP1 - Action Cancelled, parts of webpages dont load sometimes

Hi,
I just upgraded to IE6 SP1, running Windows 2000 Professional. I was previously at IE5.5.
Now (immediately after upgrade), i very frequently get images on websites not loading, while the text does.

FYI - Tools->Advanced->Multimdia->showpictures is checked; and I dont recall making any changes to options there.

Many websites with images work fine, many dont. Not sure what the common thread here is -- these are all sites I never ever used to have a problem with over years with the prior browser.

I just got through trying 'regsvr32 urlmon.dll' , and every other .dll listed in article 281679 to no avail.

I'm not sure the problem is entirely limited to just images -- it seems more like it may even be frame-based, as often an entire frame wont load, while others will, and I'm fairly certain some of those are text-basd frames.

Any ideas?

I dont have a hosts file -- at least the one I have is stock/ commented out

I am beginning to think my problem is blocked-referrals
I note from Norton Personal Firewall, under the firewall connections list, that I am getting quite a few blocked referrals. The correction action for this according to their site is simply to edit each URL and enable it selectively for referrals...which, if this is my problem, is nuts; since most websites get this problem partially

I have not adjusted my NPF settings, but, rather I just upgraded to IE6.
So why would that change all this, and suddenly make my system more "secure", i.e. not work
