IE6 New Window Problem

Every time I got to File-New Window it closes the window I'm working in.
What setting do I have to change to get multiple windows working again?

Under Tools-Internet Options-Advanced I have the item "Reuse windows for
launching shortcuts" unchecked so that can't be the problem.
