IE6 - Links Toolbar Not Staying Put!

I prefer to keep my Links toolbar visible and placed above
the address bar. But everytime I restart my computer, it
goes back to the default position of hidden to the right
of the address bar. I can unlock and move it, but upon
restart, it goes right back.

Any assistance to keep this rogue toolbar where I put it
is appreciated!

Is this on an HP Pavilion? I had the same problem and found out it was a preinstalled process called "Autotkit.exe". Disable it in the Startup tab of msconfig and you'll get your custom toolbar settings back.
