IE6 inetinfo

This is wierd. I discovered that Windows Update would not progress because
it was trying to save a System Restore Point and it stopped (not froze)
while doing that. So, I experimented directly with setting a System Restore
Point and discovered that the service "inetinfo" was preventing the Restore
Point from being created. Ending the service from the Task Manager
immediately allowed unpaused the creation of the System Restore Point.
Disabling the inetinfo service (from MSCONFIG) allows Restore Points to be
created and allows Windows Update to finish. (It still sometimes times out
due to IE6 slowness).

IE6 is still dreadfully slow. Over one minute to open to a blank page.
90-100% CPU utilization as it opens. Menus open slowly. No parasites or
virii.

What is inetinfo? Do I need it? How did it come to be installed on my
system? Why does it stop creation of a Restore Point? Is the IE6 slowness
related? Should I somehow remove inetinfo? Could other related services
explain IE6's slowness?
