IE6 incorrectly displays web pages w/ style sheets

When I visit any website that uses a style sheet, the IE
apparently doesn't read the .css or similar file. So,
while all the information displays, it displays
incorrectly (large fonts, no backgrounds, wrong colors,
etc.) compared to when the page is viewed on another
computer.

Internet Options | General [tab] | Accessibility [button]
Is any of the 4 options selected there?
Note: by default these are NOT selected .......

Is this for a particular website or all websites with style sheets? Go to
Tools > Options > Advanced. Click on "Restore Defaults" button.

Compare the settings on the IE in your computer with those on a computer
that reads the style sheet correctly.
 
No, these are not selected.
Any other ideas?

I've restored the default settings and it doesn't change
anything.

Incidentally, this problem also occurs when using other
html-based items, such as Windows help files, etc.

Any other ideas?

What does the Dialog box say "Opens With", click the
Advanced button, does it match?

..css files open with Notepad. In the Advanced options
there are no actions created. Any suggestions?

That is odd for sure .....
Do you have another (3rd party) browser installed?
Is IE set to be the "Default Browser"?
Internet Options | Programs [tab] | Checkbox option at the bottom
