IE6 error when opening new window

Using IE 6 (SP1) in Windows 2000 Professional, when i
open a new window via "open in a new window" or click on
link in an email message or go to certain websites with
pop ups I get the following error:

AppName: iexplore.exe APPVer: 6.0.2800.1106 ModNme:
Unknown

ModVer: 0.0.0.0 Offset: 00d62126

I have removed and reinstalled IE6 SP1 4 times and
Windows 2000 prof 3 times. How can I fix this problem.
