IE6 Crashes

I'm running Win 98SE, IE 6.0 latest build 2800.11061S
Update Versions Q828750, q313829 crashes frequently. I
have re-downloaded and re-installed with no improvement.
Crashes usually occur when I click a toolbar button.
Error message is:
IEXPLORE caused a general protection fault
in module USER.EXE at 0003:00006d4f.
