I resently had to RELOAD XP ENTIRELY to my system after
installing updates for IE. Now when i open IE all page
come up as RESTORE DOWN size instead of MAXIMIZED how do
I set so that ALL pages in IE come up MAX?

You don't. You can drag one window to almost full-size and then hold
down CTRL while you close the window to set a new window size. But the
size will not be remembered if you maximize the window.
