IE wont stay open

[jUSTIN]

My Internet Explorer will stay open when it has finished
loading a page.

I have tried to reinstall but it says FrameDYN.dll is
missing.

I looked in system info and found that all dll files are
not there.

Please can someone tell me how to get them back? I have
tried system restore but it didnt work.
