IE won't open pop-up windows, but Opera will

I posted this problem earlier, but none of the answers solved the issue. Ever
since I downloaded SP2, right after a format, I couldn't open pop-ups in IE
(such as the "New Question" window or "Reply" window here in the newsgroup).
But I WAS able to download Opera and it can open popups such as the ones
named above, that IE stil can't. Why is this? Can anyone help me out here?
Unless you can actually name the virus and you are SURE its a virus, its NOT
a virus, becaue I've done ALL the necessary scans (norton, ad-aware) and I've
ALWAYS run through a router, so there was ALWAYS a firewall.

Norton Internet Security and Norton Firewall has a pop-up blocker.
