IE won't open new windows

anytime i click a link that needs to open in a new window,
or open a link in a new window, the window itself will
open, but it won't open the page. and the window itself
doesn't look right, it's kinda transparent. if i hit stop,
the window becomes visable and it says page not found.
however, if i hit refresh, the correct page will load.
