IE will not start

Hi,

I have a PC in for repair were Windows XP Home would not start. After doing
all the normal checks, I ran the repair install and all appear well, until I
tried to open Internet Exporer. I get an error "The procedure entery point
InternetGetSecurityInfoByURLW could not be located...."
I then checked on the web to discover that this error was related to IE7. I
then checked with the Client and his young son had just installed IE7!!

I can not uninstall IE7 from add remove programs as there is no entry there
even with the updated box checked. I can not reinstall IE 7 as the installer
thinks it is already installed.

Any help in getting around this issue would be much appreciated
