IE vs Mozilla

Can someone tell me why on IE, my header area and my body are the same width
and on Firefox, the header is wider?

Because the width of the table that contains the header is set to <table border="0"
width="76%">
Contained in a div with no width setting

The width of the main table is set to:
<table border="2" width="109%" cellpadding="6" cellspacing="0" bordercolorlight="#EEECA4"
bordercolordark="#EEECA4">
Contained in a div set to:
<div style="position: absolute; left: 12px; top: 175px; width: 683px; height: 549px">
