IE suddenly spawning new window while viewing local drive jpgs

I installed XP SP2 a few days ago, I just started noticing a problem
Wednesday night while trying to work my way through 1100 pictures from
vacation. I double click a jpg file from Windows Explorer and IE pops up
showing the image just like always. But if I go the the address bar and
change the file name and hit enter, rather than using the same window, like
it used to, it spawns another instance of IE to display the JPG. That night
I was using the Filmstrip view in windows explorer and did launch into
Office Picture Manager to crop a few of the jpgs. The Reuse windows for
launching shortcuts was originally checked and I've tried toggling it off
and it still spawns a new window. Turning it back on and it's still spawn
happy.

Is there some option or registry entry that controls this new window
launching problem?

Note if I type a new web address in and press enter the same window is used.
If I am browsing a local .htm file and change the address to a new localfile
the same window is used.

In Windows Explorer when I navigate to a folder with the images the icon
that displays in the detail view appears to be Microsoft Office Picture
Manager, not IE. If I right click a jpg and choose Open With/Choose
Program... the default item selected is Microsoft Office Picture Manager, I
select IE and check always use the selected program to open this kind of
file. Double clicking a jpg always does bring up IE, not the Office program
