IE Settings and the Registry

Hi all
I wanted to understand the way IE looks in the registry to retrieve
options.
Homepage for example is set in:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\Start Page.

The same key exist under:
HKEY_CURRENT_MACHINE\Software\Microsoft\Internet Explorer\Main\Start
Page

When does IE look in the HKEY_CURRENT_MACHINE section?
