IE security problems, possible virus...

Hi. My brother's computer is having weird IE problems. We
both have the exact same computers, with the exact same
setup (except I'm running zone alarm pro and he isn't
running a firewall, and my comp is fine...) anyway, he's
having problems with activex. First, when he opens up IE,
there's a little space left out at the top of the
browser. Secondly, even after turning off all security,
the browser keeps saying that your current security
setting doesn't allow activex to run. I made sure that he
has the same settings in advanced as mine are, and still
no luck. I used PC-Cilling 2002 to scan for viruses on
his computer, and adaware, nothing came up. There are
some more problems. For isntance, after installing the
antivirus, an IE window is opened up asking if we ever
registered pc-cillin on that computer, and there are 2
buttons (yes, no). On my computer, when I register and
click one of those buttons, it takes me to a registration
page. On his computer, nothing happens. Many other issues
similar to that occur. He tried installing norton anti
virus 2004, but it says there was an error and gave him a
URL to follow, which didn't open up on his IE because of
these problems, but opened up on mine. Any help is
appreciated, and I'd appreciate it if a copy of the
answer to this is sent to my email because I tend to
forget to come back here and check for answers, then the
thread is lost.
Thanks

Yazan,
"First, when he opens up IE, there's a little space left out at the top"
Reset Browser Window Size:

Close all instances of Internet Explorer except for one.
Right-click on a link in the page and select: "Open in New Window"
Close the first browser window using the [ X ] (upper right corner)
Resize the second browser window manually by dragging the sides to the
desired size.
Note: Do NOT click the Maximize button, you *must* do it manually.
Hold down the Ctrl key and click the Close button (upper right)
Visit another web site, open a link in a new "window", it should now be the
desired size.
Note: some pop-up browser windows will alter this process if that is the
last one closed.
If that occurs again, you now can resolve this problem.

[Exception]
In some cases the "Remember last window size" info becomes corrupted in the
Registry.
