IE Script Error Pubmod.dll

When opening IE, I get the following error message:
Error Signature
AppName: iexplorer.exe AppVer:6.0.2800.1106
ModName: pubmod.dll ModVer:2004.1.7.1 Offset: 000029b3

I have reinstalled XP, I have installed IE SP1 and still
no luck. I can use my road runner email account with no
problems I am just unable to get to any internet site.

Any ideas?
