IE problem with Javascripts

IE won't run javascripts, such as opening a new window when
I click a button connected to a javascript. Also, I cannot
hit Submit on forms controlled by javascript.

I tried to load the latest service pack for IE, but it says
I have a newer version.

I tried to go to COntrol Panel, Windows Components, and
uncheck IE, but it doesn't really remove it.

I didn't see any security or advanced setting for disabling
javascripts either. I thought there used to be one.

Ideas??? Help :(

I checked the Security Settings and I have made sure that
scripting is enabled. So that should not be a factor.

Sometimes there's a corrupt file in the cache and one must go to Tools |
Internet Options and click Delete Files.
