As for the first issue you mentioned, another cause of this problem can be
video drivers that need updated/reinstalled. Go to the web site of your
video card manufacturer and get the latest drivers for your card. Common
fix with IE freezing, and causing you to have to reboot.
If links to new windows don't open:
Go to File Types (My Computer...Tools...Folder Options...File Types tab)
Scroll down to the URL: Hypertext Transfer Protocol file type, click to
highlight, click Edit, click Open, click Edit (slightly different with Me -
click to highlight, click Advanced, click Open, click Edit).
Application used: "C:\PROGRA~1\INTERN~1\iexplore.exe" -nohome
Use DDE box should be checked

And for your slow IE-to-open issue, it's probably that your TIF (cache)
folder and it's super-hidden index.dat file may be too big. Follow the
instructions here to totally delete that folder. It will be recreated as
empty when you restart:
