IE or Netscape

I have a computer with both browsers installed. I want IE to be the default.
What is the quickest way to do that? Netscape needs to be available for
certificates on this military network. When I click on an internet link, I
want IE to open.

In IE, click Tools > Internet Options > Programs. Place a check
mark in the "Internet Explorer should check to see whether....." The
next time you open IE, select <Yes>.
