			I am trying to resolve a problem from within MSIE6 in XP Pro. I can browse
fine. Outlook Express as a standalone seems fine. Problem is when I try to
send a Page or Link from the Mail tab in IE. Nothng happens. HP has had me

This is another example of how  XP  users are deprived
by not having a proper  IE Repair  tool.
Try   Run...   (e.g. press  Win-R  and enter
 
regsvr32  /i  shdocvw.dll
and
regsvr32  sendmail.dll
Note since a regular  IE Repair  would be done during a boot
when *nothing* else was running I suggest it may be best to do
these at least while  iexplore.exe  is not active.
If that's not enough keep on with
regsvr32  /i  browseui.dll
and
regsvr32  /i  shell32.dll
Hmmm...  RegMon shows that there are some registerable .dlls under
%ProgramFiles%\Outlook Express
and
%ProgramFiles%\Common Files\System
which get accessed too.    So, if the  IE only .dlls which we have
re-registered so far are still not enough and these next ones
which are more related to OE are not found from the Run... dialog,
open a cmd window and position its current directory to the
appropriate directory  (or just specify them fully qualified
in double quotes.)
In the same way that I wouldn't re-register files that  IE  uses
while  iexplore.exe  is running I would make sure that all  OE  windows
were closed and  msimn.exe   was not running.   BTW  probably some
of the following or its equivalent would be done by   Run...
msimn.exe  /reg
which I also never try to execute if  msimn.exe  is already running.
With all that in mind then there's this in the OE directory
regsvr32  msoe.dll
this from the  %SystemRoot%\System32  again
regsvr32  msident.dll
and this from   Common Files\System:
regsvr32  directdb.dll
some more from  System32  again
regsvr32  inetcomm.dll
and
regsvr32  msoeacct.dll
Back to   Common Files\System again   

regsvr32  wab32.dll
And for the  Send Page  option you might also need
regsvr32  /i  mshtml.dll
regsvr32  mlang.dll
and
regsvr32  mshtmled.dll
Also  RegMon  was showing me numerous  NOTFOUND  .dll
which if they existed and had COMM  entry points too would
also have been candidates for some kind of re-registration.
YMMV.   
 
I will be interested in knowing at which point your symptom
corrects if you can keep track of what you are doing and
can test in between each step.
