"IE not responding"

I'm desperate. First time here. About 90% of the time when
I try to exit IE and 50% of the time just from OE, the
computer freezes up. Looks OK but when you go to click on
Start or games or whatever, the cursor just shows the
hourglass & nothing happens. C/A/D brings up message "IE
not responding". C/A/D does not shut it down. Sometimes
the not responding message will come up 2-3Xs. I have to
do an illegal shut down & reboot..several times a day.
Have a techie guru friend who also can't figure it out.
Says her mother's PC does the same thing. HP 8705, using
Win ME. Any ideas? It's 3 yrs old so I don't know if I
should throw it out the window or try to find someone else
to look @ it. [Had bad experience before we bought this
one where the Tech got about $1000 over the entire summer
from Ins. & us, stupidly thinking each trip was the fix!]
A few times it's been Zone Alarm or Weatherbug it says is
not responding, which I haven't clicked on but know Zone
Alarm runs all the time.
