IE not caching background images it seems?

I've been reviewing articles and searching for a solution for this
particular problem:

It seems that IE isn't caching any background images as on some computers it
takes as much as 75% of a second to reload a page and of that amount of time
about 95% it spent on an empty white page.

Is there a way around this type of problem?
 
Tools/Internet Options/General Tab.
In the bottom "Colors" What is your setting for Background Color?
