IE not allowing 2 open windows

Hello. I have gone over all the Internet Explorer settings, ran virus scans,
adware/spyware scans, etc. and still cannot figure out my problem.

IE is only allowing one window to be open at a time. If I have an IE window
open and click to open a second window, it will take the place of the first.
I am running XP Pro, and have reinstalled SP2 twice and am still having a
problem. I don't know what the deal is, but it's a new thing. I checked to
see the history to see if something had caused it, but my husband had already
cleared the history and temp files not knowing there was a problem.

Thanks for any advice you can give on how to fix this problem.

Open Internet Explorer -> Tools -> Internet Options: in the Advanced tab,
uncheck the option "Reuse windows for launching shortcuts."
