IE new window size

There are many threads about what to do if IE new windows are not full
sized. The steps I've always seen are below but it's not working for
me. I have XP SP1 with IE6. Do you have any other suggestions? Note:
the non-full sized window is very close to full size. Perhaps that has
to do with it. Also, if I use ctrl-n for a new window, it is full
size. But not if I right click a link and do Open In New Window.

1. Open Internet Explorer 6 in a full window.
2. Hold shift and click a link OR right click and choose open in new
window.
3. The new window opens at less-than-full-size.
4. Re-size the window by dragging (not with the maximize button)
5. Close it with the 'X'
6. Select the same link again, either method to open it in a new
window.
7. The new window will be the same size as I had re-sized it in the 4th

step.
 
IE stores the size of new windows in the registry value "Window_Placement" (HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main). Anyway, by design, windows opened from 'Open in New Window' cannot be completely maximized (although they could be 'nearly' full-size as you've seen).
