IE LAN settings lockout

Is there anyway to remove or lockout the IE LAN settings
button or the Connection screen so an end user can't
change the proxy settings?
 
Use the Group policy editor
%windir%\system32\gpedit.msc
User Config\Admin Templates\Windows Components\IE\IE Control Panel
