IE keeps going to spanish

Weird, I'd like to know if anyone can figure this out,
internet explorer is all in spanish, the menus, titles,
and such, all of the settings in the control panel as
well as the ie language options are set for english, we
uninstalled ie 6.0 down to 5.5 and everything is working
fine. hmmm
 
IE Tools>Internet Options>General>Languages>"Menus and dialogue
boxes...">Change> Is Spanish a choice here? (Don't change it; Cancel your
way out.) Is it a choice in the top window and is English the first in the
list?

Is it an English language version of Windows?
