IE Connection Issue

When I open Internet Explorer I get a box saying I have no
connection to the internet do I want to work offline even
though I do have a connection and can use other programs
(ie. AOL Instant messenger). Then when I click try again
to connect to the internet I am fine for a few minutes but
then internet explorer hour-glasses for a few minutes and
I get the same message box: "No connection to the
Internet can be found do I want to work offline or try to
connect to the internet." I have contacted my Internet
provider and have had my line tested and it is not a
hardware problem. They also believe it is software since
I can use AOL Instant messenger during the problems. Any
help would be appreciated.

I also have the same problem at home. I'm on Windows XP. I just had Road Runner installed 3 weeks ago and it worked fine. But three days ago, I could no longer connect. Had cable tech come over and he says its a windows problem. Reverted computer back 3 days but still nothing. So I've created a new user account with administrator privileges and in internet connections provider does show up, but Explorer still doesn't work. I tried that repair button but didn't work. Can someone give me some more suggestions please?

.
Check your default connection setting. Go to Dialup-
networking in Settings and right click on your network and
select properties, dialing and check or uncheck default
internet connection.
