IE browser 'refresh' to top of page?

When someone selects the 'refresh' function on the IE browser tool bar, is
how the page refreshes totally random? In other words, if I'm at the bottom
of a particularly long page and I click refresh, is it just as likely to
refresh with the bottom in view as the top?

Is there some way to always make sure a page refreshes to the top?

You have no control over that.

It will refresh to the top of the page by default in Internet Explorer.

eh? IE on all my boxes always refreshes to the previous position. I rely on
IE doing the auto-scrolling when editing/refreshing.
