How do I sign up to be a beta tester for IE 8

you don't have to sign up.
type " ie8 " into google.
Select "ie8 beta 2 download" from the dropdown list.
discover that you can't get 2 yet.
check the release status of beta 2 at channel 9.
decide to wait a bit, or download the first beta.
if install a beta, then be willing to reinstall Windows.
