IE 6 Pop-Up's Not Working

Several Weeks ago, java-script pop-ups quit working. I did recently upgrade
to office 2003 and also have Norton Anti-Virus 2004.

How can I fix? I can't find any options in AV 2004 that mention pop-up's.

I'm a developer and this is killing me.

Does Office 2003 or Norton AV come with a firewall. Uninstall the firewall.
If no joy, uninstall Norton AV and see if that fixes the problem.
