IE 6 download + cookie problem

Recently I've been unable to download anything using IE6.
Whenever I try, I get this message:

Internet Explorer cannot download <x> from <y>.

Internet Explorer was not able to open this Internet
site. The requested site is either unavailable or cannot
be found. Please try again later.

I must emphasise that this is with EVERY download.

Additionally, when I visit a website, although it logs up
in the address bar, the site doesn't seem to remember
I've been there. Is this a cookie problem?

Rule out parasites.

This may be caused by a third-party program (adware, spyware, parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
