IE 6 - Cannot display Page

I've got a PC running Windows ME with IE 6 SP1 with a
dialup connection to my ISP.

Problem is after successfully connecting to the ISP, I can
not browse anything on the web. I always receive
the "Cannot display Page" error page.

Here's what I've done so far:
1. Via DOS prompt, I can successfully ping by IP AND name
2. Via IE, I can not browse using the name or IP
3. I have uninstalled/reinstalled Dial Up networking &
the TCPIP protocol, neither solved the problem.
4. Via IE, reset to default all web settings
5. Reinstalled IE

I'm at a loss for what to do or look at next! I suspect
the problem lies in IE but I'm not sure where to look.
Any suggestions would be greatly appreciated!
