IE 6.0 on windows XP profesional Chinese OS

Dear There,
We are running English base web application system, one of our client office
in Tai Wan (China) whom machine was intalled with Traditional Chinese OS and
failed to access some of our web content.

After full checked the possible solution, one of the Ms Document told to
enable to coding to West European (Windows) or West European (ISO) from
IE----View---Coding, then will solve the problem. However We found the Coding
method of mentioned is unavailable {West European (Windows) or West European
(ISO)}, and again refer to Ms document, and add the English (en-us) coding
from Languages From IE---Properties--General tap, and even move to the top
priority, however it seems this did not help, still could find the required
coding on the Tradditional chinese OS machine.

How can we achieve that and set the West European (Windows) is the defualt
coding when client is accessing the site?

Hi, There,
Finally I managed to add the West European (Windows) and West European
(ISO) as one of the option in IE---View---Coding setting, however, if user
visit other their local website which content is not english, then the coding
is automatically change to their Traditioanl Chinese setting or Unicode
(UTF-8), I am asking how can I set the West European (Windows) as the default
encoding in their IE?
