Icons in the menu bar are blank

All of a sudden my new doc, open file and save short cuts on my menu bar do
not work. If I go to the toolbar and click options then all become
highlighted and no matter what I click on in the options when I close the
three become unhighlighted again. Is there anyone that knows how to fix
this???/
