Like you can for any file or program, use Explorer to navigate to the file,
and right-click it and drag it to the desktop.... release and select "Create
shortcuts here"

In the case of Windows Mail,
go to C:\Program Files\Windows Mail
and find WinMail.exe

Or, drag it off the Start menu, if it's there...

Windows mail is in your Start menu, so right click it and drag it onto your
desktop.

Start button > left column, right click on Windows Mail > click Send To >
click Desktop ( create shortcut )
