To have transparent icons, do all of the following:
1) Hold down the Windows key and press Pause/Break. On the "Advanced"
tab, under "Performance" click "Settings." On the "Visual Effects"
tab, make sure the box "Use drop shadows for icon labels" is checked.
2) Right-click on the Desktop, and make sure that "Arrange Icons by"
"Lock Web items" is not checked.
3) Right-click on the Desktop, and choose Properties. On the "Desktop"
tab, click "Customize Desktop," then on the "Web" tab, uncheck all
boxes.
4) Make sure any Wallpaper is an image file. Html will stop the
transparency.

Otherwise, you might be searching the wrong tab for that option. Even if
German may be a foreign language for you, this uploaded screenshot should

Thanx everyone for helping me with this silly little annoyance. I had tried
that selection before without success but it was those extra little steps
that I didn't do Ken. It was like this before, strange that it reverted to
normal for some reason.

Well, I'm aware of some reasons why that option may not work (see Ken
Blake's reply), mostly caused by the background image format. However,
I never came across the issue that this option is *missing*. Therefore,
I suspect an odd thing like having no appropriate video driver installed
or similar since I cannot reproduce this behavior. Anyway, this is just
a long shot in the dark and there might be another cause as well.
