If transparent labels are off. A dark desktop background colour gives white text and a light background gives black text. If transparent labels are on then it's white text on black/grey shadows.
This is to ensure your desktop is always readable.
1.. Open System in Control Panel.
2.. On the Advanced tab, under Performance, click Settings.
3.. On the Visual Effects tab, click Custom.
4.. Select the check box for those items you want to turn on. Clear the check box for the items you want to turn off.
