Somehow, I seem to have had all my icons revert to 16 or 256 color (looks
like 16 colors) displays instead of the normal full colors.

I cannot find where I can change it back to using all the colors. I can't
find anything in TweakUI nor in the desktop properties, but I know I'm
simply overlooking it because that has been there for ages.

Can someone tell me where it is so I can stop missing it, and get my icons
back to full color?

Make sure that your display is set to a High Color or True Color mode.
If you are running in 256 color mode, then icons will be shown using
16 colors.

I'm using 16 bit color. The icons changed after being full color for some
time, but I don't know what changed them.

I know there's a setting somewhere to fix this, but I can't find it any
more.

It reports 16 colors at 16 bit depth. (Icon says "32 16"). In 32 bit color
it says 32-256.

Attached is an icon that reports on its color depth (and size); it may help
fiddling with this issue.

Um, I use Agent. You don't know a messsage has an attachment until
after you've downloaded it.

Thanks for playing, smart@ss. Please play again.

So you use Agent. That's a personal problem, jerk. Find a news reader that
isn't so archaic and is better behaved.

Or learn to use it without downloading everything in sight. Personally, I
appreciated the object and find it useful.

You should get a better quality reader that lets you know, then. Not one
that is so unaware. Of course, it seems to match your own personality...

The icon was very useful to me. Deal with it.
