Icon appears - but no new messages

This one is a twist on the No Icon Appears problem.

Outlook 98 on 2k. She gets a new mail icon on the taskbar a couple times a
day but there are no new messages. There are no rules showing in the rules
wizard at all.

This started after a re-install of Outlook a couple months ago. Is it
possible there is a rule saved on the server that is not showing in the
current install on her desktop?

Great idea, I hadn't thought of looking there but, no entries in the junk or
adult mail sections.
