i want to enter more then 16 number in one cell without text forme

Begin by typing a single quote (apostrophe ') then the 16 digits.
Beware this will behave as text.
If you want bigger numbers Google for XNUMBERS add-in

You can do it if all the digits after the 15th one are zeroes.
Otherwise, you're out of luck.
